Petroleum License & Permit Types

Petroleum activities can involve different licenses, facility authorisations and permits. These regulatory instruments are not interchangeable, and an official-looking document should not be interpreted beyond the activity, entity and context it actually supports.

Main Petroleum License Categories

Different Activities Require Different Regulatory Instruments

Wholesale License

Relevant to regulated petroleum wholesale activities. Verification should consider the license information together with the legal entity and the commercial role being represented.

Retail & Site Licenses

The retail business and the petroleum retail site are distinct regulatory subjects. A retail license and a site license should not be treated as interchangeable.

Manufacturing License

Relevant to regulated petroleum manufacturing activities within the applicable licensing framework.

Storage / Facility Authorisation

Petroleum storage infrastructure can fall under a different regulatory regime from wholesale, retail, site or manufacturing licensing. Facility authorisation and a supplier’s claimed access or relationship are separate verification questions.

Import Controls

Petroleum import transactions may involve permit and control requirements in addition to relevant petroleum licensing. The correct entity, permit information and transaction context should be considered together.

Export Controls

Petroleum export transactions may involve separate permit and control requirements. An export permit or supporting document is not automatically equivalent to a petroleum operating license.
